Project 2: Mapping and Analysis of HADR Landscape

To position Singapore as a global thought leader on HADR and to leverage the establishment of the Regional HADR Coordination Centre (RHCC) at Changi Naval Base, it is important to assess these emerging institutions and frameworks to identify pathways forward.
For a comprehensive understanding of the regional landscape, this project will build a solid foundation by analyzing the HADR actors involved in the Asia-Pacific. Through mapping the landscape and then analyzing their interactions, we will develop the intellectual capacity in Singapore to contribute to the global debate and provide an assessment of how the mechanisms in the region can coordinate the region’s response when disasters strike.
As the global political system is fluid, new actors rise and old ones fall, others cooperate while some compete. New trends also emerge like the development of multilateral or regional institutions such as the RHCC and the ASEAN Centre for humanitarian assistance on disaster relief (AHA Centre). It is hence essential to ensure that these actors and trends are captured for the development of institutional responses that are sensitive to the realities on the ground.
This project will identify and map the countries and institutions involved in the Asia-Pacific and their experience with natural disasters to establish particular successes, weaknesses, opportunities and threats in HADR operations. Through a comprehensive assessment of the development and adaptive capacity of regional and multilateral institutions, it will assist Singapore to strategically contribute in responding to complex humanitarian emergencies.
